Vegas Vault is a new one time pad that actually is based on a new, very fast, random number generator called Indium. Indium is based on the public domain RSA cryptosystem. How it Works:
Vegas Vault uses output from Indium to emulate a One Time Pad. Indium produces a One Time Pad of real random numbers that can not be reproduced and then encrypts those numbers using some of the strongest encryption algorithms in the world.

Vegas Vault is a very strong encryption program based upon the One Time Pad concept. It is based upon the Indium random number generator and as such cannot be reproduced. In fact, there has been extensive research to see how to break Vegas Vault. This research has shown that in reality you could not break Vegas Vault even if all the world’s computer resources were combined. The Indium uses normal “encrypted” data to produce a random number which can then be encrypted using any one of the above encryption algorithms.
Vegas Vault encrypts this random number by using the plain text as its key. Vegas Vault then encrypts this encrypted number with a very strong encryption algorithm. If the plain text is changed slightly the encrypted number will not be the same. In this way the encryption algorithm tries to compensate for the fact that the plain text has not changed.
This could happen even if only one letter was changed in the original plain text. All computers encrypt and decrypt using this principle.
When Vegas Vault is run it will beep at you and display a new random number.
Once you have collected three of these random numbers you have a cryptographic key. Using this key and the actual plain text you can encrypt and decrypt any data.
If you change the plain text you will not be able to decrypt the data that was encrypted with the original key.
If you go back and change the key and encrypt the same data again then you will get a completely new random number.

The True OTP is a true random number generator that can be used to encrypt data. With only a seed, it can generate any number of random bits. If two parties both have access to the OTP, no amount of eavesdropping or other attacks can determine what random bits have been generated and hence cannot decrypt the data.

What is a one-time-pad?
A one-time-pad is a secret key that encrypts a message.

How does Indium work?
It uses the output of the xor shuffle to produce random numbers.

There are two sources of randomness in Indium: the actual RNG (Random Number Generator) that does the heavy lifting and the xor shuffle.

Indium has a RNG that produces random numbers between 0 and 1 (1 is a “good” number to have in the RNG). It also produces a series of numbers that are not between 0 and 1, but are within some range.

A series of numbers that are within a range is called a “frequency table” and we use this to compare a good random number to a “bad” random number. Indium uses the output from the xor shuffle to produce a frequency table.

The average numbers that are returned by the RNG are used to decide if a random number is good or bad.

We use the number of times that a “good” number is “bad” to calculate the probability that the number is good.
